According to their website:

Cream daily once or twice on the
respective body parts – thighs, buttocks
and belly."
Since this kind of cream reduces the APPEARANCE of cellulite -- it does NOT reduce the cellulite itself -- I think it would be best to apply it before dressing. Life if your thighs are a problem, massage it in when you are going to wear shorts.
As near as I can see, Nivea doesn't make patches, so I can't find anything that says whether or not it is okay to use both products at the same time. You could ask a doctor, or write to the maker or one or the other of the products and ask them if it is okay to use their product in conjunction with another product (specify which one).
